State Electoral Commission of the Republic of Croatia

The Law on the State Election Commission of the Republic of Croatia regulates the establishment of the State Election Commission as a permanent body, the composition of the State Election Commission, the manner of electing the president, vice president, and members of the State Election Commission, scope, manner of work and decision-making, relations with citizens, bodies, and institutions. Croatia, cooperation with international organizations and institutions, and other issues of importance for performing tasks within the scope of the State Election Commission.

The Act stipulates that the State Election Commission is a permanent and independent state body that performs activities within its scope in accordance with the Act and the laws governing the conduct of elections in the Republic of Croatia, as well as the state, local and advisory referendums.

The competence of the State Election Commission can be divided into the competence of:

a) relating to the conduct of elections and referendums
b) relating to the implementation of oversight of the financing of political activities, election campaigns, and referendums
c) other competencies - prescribed by law

Structure

The State Election Commission has a president, four vice presidents, and four members.

The President, Vice-Presidents, and members of the State Election Commission are elected in the manner prescribed by the Law on the State Election Commission of the Republic of Croatia.

The President of the State Election Commission is the President of the Supreme Court of the Republic of Croatia. Two vice-presidents are elected by the General Session of the Supreme Court of the Republic of Croatia from among the judges of that court on the proposal of the President of the Supreme Court of the Republic of Croatia.

The other two vice presidents and members of the State Election Commission are elected by the Croatian Parliament by a majority vote of all deputies so that one vice president and two members are elected on the proposal of the majority political party or coalition, and the other vice president and two other members on the proposal of opposition political parties or coalitions. Of the Croatian Parliament at the time of their election.

Expert service

The State Election Commission has an Expert Service for performing professional tasks within the scope of the State Election Commission and administrative, technical, and other tasks in accordance with the Law on the State Election Commission of the Republic of Croatia.

The Rulebook on the Internal Organization of the Professional Service of the State Election Commission regulates the internal organization and manner of work of the Professional Service, determines jobs and job descriptions, number of required civil servants, professional and other conditions required for assignment to positions and other issues important for the Professional Service.
