We're expecting penalties, not just political responsibility

The efficiency of public administration depends on the responsibility of every employee (from the officials to the minister) that the work they do is fairly done and paid, and that the omission coresponds to appropriate penalties. This was highlighted by Davorka Budimir, president of TI Croatia, when visiting Studio 4 on HRT.
