“The control of procedures of public procurement must be completely independent and also have strong and effective mechanisms of activity. Strong and rapidly implementable sanctions. Therefore, the prevention of outflow of public funds can only be the result of a political willingness to do so. However, this political will was not present within former government, nor within the current one. Technically speaking, I expect that adjustment to reform system that government suggests will last long and at the expense of regular supply of public sector with necessary services and goods. System of financial control in public sector today in Croatia is at a devastating low level. Exactly because of that, there will be still disorder and misuse in using public money because all procedures cannot be regulated by laws and rule books”, said by August Turina.
